8. How used-car export licensing works in China

Used-car export from China is a regulated process. According to the 2024 announcement by China’s Ministry of Commerce and other authorities, approved used-car exporters apply for export licenses through the MOFCOM business system under the principle “who exports, applies”. The license is issued on a “one batch, one license” basis, and one license application may include up to 20 used vehicles under the same commodity code if the actual customs declaration matches the application.

9. Contract, deposit and purchase process

A professional export transaction should start with a written agreement. The contract defines the basic purchase process, deposit, inspection procedure, payment terms, delivery basis, route and responsibilities. Once the exact vehicle is selected, an appendix or addendum can be used to fix VIN, model, year, mileage, trim, price and route.

11. Invoice and payment control

Payment should be connected to the legal company named in the contract and invoice.
